Botetourt County is preparing to launch a new online feature that will make it easier for residents to explore how the County’s long-term land-use planning helps identify areas where future growth may be possible.

The upcoming Growth Boundary Explorer will provide a quick, visual reference to help residents better understand the County’s 2025 Future Land Use Map and the factors that have shaped long-term planning decisions.

The feature is being developed as part of the County’s broader long-term planning and communication efforts and is guided by the Comprehensive Plan and the availability of public utilities. The County’s current long-term plan, Envision Botetourt 2045, was adopted by the Board of Supervisors in fall 2025.

The Growth Boundary Explorer tool is designed to provide residents with a simpler way to look at the County’s Future Land Use Map and understand where different types of future land use may be possible. It's a quick reference for where growth is more or less likely to occur based on the County’s long-term land-use planning.

The map does not represent a guarantee that development will occur in a particular location. Instead, it provides context about how land has been designated through the County’s long-term planning process.

For example, areas designated for lower-density residential use may allow housing, but would not be intended for multifamily or intensive commercial development.

Planning for the Future

Botetourt County's approach to long-term land-use planning has evolved over decades.

The 2025 Future Land Use Map reflects changes from the County's previous 2004 map, including areas where anticipated land uses have changed over time. The presentation notes that the County has been conducting long-term planning for decades and that the overall approach has not simply been to increase development throughout the county.

One of the most useful aspects of the upcoming feature will be the ability to better understand changes between the 2004 and 2025 Future Land Use Maps.

The map also identifies areas where additional commercial or multifamily development was anticipated as part of the long-term planning process.

The County's long-term planning has resulted in notable changes in how certain areas are envisioned. Among those changes, the 2025 plan reduced housing density in portions of the Blue Ridge area, while maintaining areas around Greenfield and south toward Exit 150 as part of the County's anticipated growth corridor.

The anticipated growth corridor remains concentrated in several areas, including south of Greenfield toward Exit 150, along Route 11 toward Cloverdale and the Roanoke County line, and along Alternate 220 toward U.S. 460. The presentation also notes that these areas generally follow the availability of public water and sewer.

Understanding the Role of Public Utilities

One of the important factors represented in the County's long-term planning is access to public infrastructure. The Growth Boundary Explorer will help illustrate how future land-use planning and the availability of public water and sewer relate to where different types of growth may be possible.

The map also recognizes established village communities such as Iron Gate, Glen Wilton and Eagle Rock. These communities have developed over time with generally recognized village centers, pre-planned street grids and some publicly available infrastructure. The County's plan calls for cautiously welcoming an appropriate mix of residential and commercial development in these areas.

The Growth Boundary Explorer will be available through the Botetourt County website as part of the County's GIS resources. The County is providing a preview image of the feature now, with the full online explorer coming soon.
